The article analyses today Russia-China regional and cross-border relations as one of real platforms ready to support and speed up the process of Russia integration in APR. The author claims that as if Moscow understands the real importance of these relations for Russia future development it will have the ability to utilize a huge Pacific Russia potential more effectively in order to solve geo-political and economic problems Russia has in the region. The paper examines the modern relations of the USA, Russia and China in the Asia Pacific region. The main U.S. foreign policy interests are concentrated in China - Russia's nearest neighbor and partner in the Asia Pacific region. U.S. policy toward Russia and the Russian Far East is also determined by the "China's factor". In turn, the Russian government is confident that cooperation with China will contribute to socio-economic development of Siberia and the Russian Far East. In light of recent developments in Ukraine, Russia's confrontation with the USA will have serious political and economic repercussions and North-East Asia may finally become Russia's most important partner. The author analyzes the development of cultural relations of the Russian Far East and Northeast China since their revival in the mid 80s. Highlights key points that contribute to this development and ask him direction, such as the conclusion of an agreement between the governments of Russia and China on cultural cooperation from 18.12.1992, the construction of cross-border cultural corridor in the PRC, etc. Further implementation of the cultural relations of Russia and China in the border regions the author examines based on the "Memorandum on the implementation of the Action Plan for the development of Russian-Chinese cooperation in the humanitarian sphere", which was signed in Moscow on December 6, 2012. The article considers some problems of the financial policy in China. It reviews the key factors that affect RMB internationalization process. The paper gives analysis of Chinese policy's main vectors toward the rise of the RMB. It also constants some features of economic circumstances and political situation in China in 2013. The authors showed that the combination of the urbanization process with the policy of birth control in China promotes aging of the Chinese population, cost of labor and the growth of the qualitative characteristics of the workforce, and its shortages in some sectors of the Chinese economy. The authors determined that the main vector of interregional migration in China is moving from the inner regions to the coastal agglomerations with a high level of welfare. The study revealed that the exhaustion of cheap young labor force in rural areas of China, due to its outflow into the city and narrowed reproduction of the population, in the long term will cause the reduction of internal migration and the growth of imports of cheap labor from developing Asian countries in major Chinese coastal cities. In accordance with the trend of external migration, migrants from China prefer mainly developed countries, which have a standard of living higher than in China. It was proved that Russia for the Chinese people is not a priority destination for migration and it continues to lose its advantage. The authors conclude that in the long term the mass migration of the Chinese population in Russia is unlikely. The article analyzes regional historic literature dedicated to the history of the Far East of Russia during the period of First World War. Attention is focused on the most important problems of the modern historiography of the subject being reviewed, the article identifies key tendencies and unique aspects of the Far Eastern regional development, shows the results of various studies by the Far Eastern historians on the whole range of problems of the historic evolution of the Far East during the world war (August 1914 - November 1918). The article describes the background and the start of the Philippine anti-colonial revolution in 1896 based on the reports of the commander of battleship "Emperor Nicholas I", drawn up by the head of the special task of the naval department of Grand Duke Alexei Alexandrovich. Currently, in a number of European countries and Russia extreme right-wing and nationalist parties and movements are quickly gaining social popularity. This happens because of the growth of illegal migration, crisis of multiculturalism and attempts to redefine the role of fascism and the results of the World War II. This article discusses the political alternatives to Soviet Marxism in emigre circles of the Russian diaspora in Manchuria during the Japanese occupation. The article examines the history of formation of Russian fascist movement in 1930—1940s and other right-wing movements. The publication also highlights the interaction of Russian nationalist and fascist organizations with the Bureau of the Russian emigration, administration of Manchukuo and the command staff of the Kwantung Army. The article is focused on issues of election law and electoral system development in Japan after Meiji restoration in 1869. The article analyzes development of vote act depending on democratic reformations conducted in the country in the XX century. The author emphasizes changes in the electoral system in course of political reform in 1994 and results achieved after mixed electoral system was introduced. The article examines recent trends in territorial disputes between Japan and China over the Senkaku (Diaoyu) Islands. At the present day, the situation grows more complicated as Japan insists on its sovereignty over the islands by dissemination of information to the public via Japanese mass media. Japanese journalists express concern about the state policy towards the reorienting and reorganizing of Japan Self-Defense Forces and revising of schoolbooks in order to strengthen Japan government’s position regarding the territorial disputes. It is generally agreed today that Asia-Pacific is a vital center of world economic development and, consequently, a cross-point for interests of key major powers. Many experts believe that we will observe periodic escalation of controversies in the region, especially in the field of security. One should not forget that there are many security problems in the region which has become the battlefield for economic and political influence. Such chronic problems as the tense situation on the Korean peninsula, the Taiwan question, territorial disputes between China and Japan or between China and ASEAN countries may become even worse with a new force at any time. One of the declared goals of ASEAN is to promote peace, stability and sustainable development in the Asia-Pacific. The aim of the article is to analyze the ASEAN role in maintaining peace in the region and to identify the possible prospects of South-China Sea dispute resolution. The article considers the institutional mechanism and methods of calculation of purchasing prices for grain in the Far East under the New Economic Policy. It is shown that the practice of price regulation was aimed at ensuring the profitability of grain procurement for state and cooperative organizations, the profitability of grain exports, affordability for the urban consumer. Economically feasible method of calculating purchase prices proposed Far specialists were not in demand. Because of the desire of the state monopoly position in the grain market opportunities stimulate adequate pricing policy remained unfulfilled. The article deals with centralized providing of economies of the Far East with labor force by intraregional migration that gained currency in late 1940s — 1980s and shows the role of state policy in the organization of this element of centralized redistribution of human resources and the specifics of its implementation in terms of demographic transition. In article materials of excavation of a new archaeological site of Primorye — Risovoye-4 settlements are analyzed. The most important results are received at studying of Neolithic cultural horizons of a site. Two stages of settling in a Middle Neolithic and two stages — in a Late Neolithic are allocated. The obtained data are rather important for understanding of cultural dynamics during an epoch of a Neolithic of Primorye. On materials of two sites of Lidovskay culture of Paleometal epoch of the North East of Primorye there were reconstructed technological process of making stone beads from the starting intermediate product to the ready product. There was used local raw material that was specially extracted from the mines on the river Amgu. The article presents the results of archaeological research at ñape Ostrovok Falshivyi (southern portion of the State Marine Biosphere Reserve), which showed that a multilayered archaeological monument is located on the north-eastern slope. Its main material belongs to Yankovskaya archaeological culture. Neolithic artifacts are rare. Partially uncovered remains of a hut with Kan is likely to belong to the Middle Ages. Opening of the complex allows to allocate, along with the previously known, a group of monuments of the late stage of Yankovskaya archaeological culture in southern Primorye. The article analyzes the different types of East Slavic ballad songs which spread across the southern Russian Far East. Particular attention is paid to archaic forms that have survived to the present day in the Belarusian edition. Far East material obtained by the author in the folklore and ethnographic expeditions, supports the concept of heterogeneity of the genre.
